Tech question for Ironpants and/or Mudflap

We're working on a Win2K box (sp4) and we need to install "Certificate Services", but it's not on the list of available components in the "add/remove" screen. We do have IIS installed and can bring "Certificates" up via the mmc snapin (but no authority to issue certs).

Any ideas?

The problem was: Certificate Services wasn't in the "add/remove" list...you couldn't install it.

But we think we've narrowed it down. Installing Windows 2000 Server and NOT FRIGGIN' Windows 2000 Pro might help.
