last time i was there they were doing all that crap in the freya hill area is all that finished yet??

Yes that's much like the construction season in alaska. There's not enough time in the summer so they do many things at once. I remember last year they were "improving" the street I work on, it is now paved with a nice "blacktop" rather than the gravely/spit/glue amalgam that they usually use. That's all well and good but they didn't actually "widen" it like they said they would (it's one of 3 major roads out of town to the east) and they added a very infuriating bottleneck at one point that is guaranteed to force traffic to a crawl during rush hour.
This year is even better, a 3 year construction down town has virtually reduced the roads going North-South in the middle of downtown/midtown as been reduced to 2 one way streets...

In Spokane, they seem to have a carefully organized plan:
Tear up all of the main north/south or east/west streets (including the freeway) at the same time.
This makes it impossible to get anywhere without taking back roads which run through residential areas. It brings great joy to those who live on thus said streets when it changes from a sleepy little road to the main corridor for the whole city.
